Ahead of Canadian Elections Next Monday, All Major Canadian Political Parties Commit to Implement Magnitsky Sanctions Legislation if Elected

13 October 2015 – All of Canada’s major political parties have publicly pledged to implement Magnitsky sanctions legislation if elected ahead of the federal election set for next Monday, 19 October 2015.
Magnitsky sanctions legislation will create consequences for gross human rights violations. Such legislation is already in place in the United States.
Last spring Liberal Canadian MP Irwin Cotler’s motion calling for a Magnitsky law won unanimous support in the Canada’s House of Commons.
Canada’s Minister of Foreign Affairs and member of the Conservative party Rob Nicholson gave a pledge to amend Canada’s existing sanctions regime to include Magnitsky sanctions — the ability to target human rights abusers throughout the world with visa bans and asset freezes (http://upnorth.eu/canadian-ministers-pledge-to-adopt-global-magnitsky-nemtsov-legislation-and-create-digital-freedom-fund/)

The Liberal Party of Canada said that a Liberal Government will introduce legislation, modelled on the US Magnitsky legislation, because of the belief that, “by imposing sanctions, we can impose meaningful penalties on human rights violators and deter future violations,” and that it “will immediately expand the list of sanctioned Russians to include influential businessmen, and close Putin supporters, Igor Sechin and Vladimir Yakunin.” (http://www.ucc.ca/wp-content/uploads/2015/09/1‑LPC-Response-Election-2015.pdf)
The statements from the political parties came in response to questions raised by the Ukrainian Canadian Congress (UCC) challenging all Canadian political parties on issues of importance to the Ukrainian Canadian community in advance of the election.
The 2015 Canadian election will be held on October 19, 2015 and will elect members to the House of Commons of the 42nd Parliament of Canada.

5 октября 2015 года – Сергей Магнитский посмертно удостоен звания финалиста международной премии «За нравственное величие».
Сергей Магнитский был отмечен на международной церемонии, прошедшей в Ванкувере, вместе с индонезийской организацией «Следим за коррупцией», а также призерами премии — ангольским журналистом Рафаэлем де Море и кенийским анти-коррупционным активистом Джоном Джитонго.
«Я хотела бы поблагодарить всех людей, помнящих Сергея, — сказала мама Сергея Магнитского Наталья. – Пока человека помнят, он — жив.»
В ходе международной церемонии «За нравственное величие» отмечаются выдающиеся люди и организации, внесшие значительный вклад в продвижение идеалов правосудия и справедливости и противодействия коррупции. Церемония проходит раз в два года под эгидой Юридической школы имени Питера Алларда в Канаде.
«Магнитский жил, как писал Солженицын.… Я думаю, он — герой», — сказал Валерий Борщев, возглавлявший независимую комиссию правозащитников, изучавших обстоятельства пыток и убийства Сергея Магнитского в ноябре 2009 года в московском следственном изоляторе.

Sergei Magnitsky Posthumously Honoured by the Allard Prize Committee for International Integrity
5 October 2015 – Sergei Magnitsky, the Russian lawyer who exposed a $230 million corrupt scheme by Russian officials, has been posthumously honoured by the Allard Prize Committee for International Integrity. The recognition comes one month before the 6th anniversary of his murder in Russian police custody at the age of 37.
Sergei Magnitsky’s mother, wife and son attended the award ceremony held in Vancouver, Canada at the University of British Columbia’s Peter A. Allard School of Law.
On accepting the honourable recognition on behalf of Sergei Magnitsky, his mother said:
“I would like to thank all people who remember Sergei. Because when the person is remembered, that person is alive. I recently saw a person who said I am alive because of Sergei’s sacrifice.”
Valery Borschev, chair of the Moscow Public Oversight Commission, who investigated how Sergei Magnitskyhad been tortured and murdered in police custody, said:
“Magnitsky lived like Solzhenitsyn wrote – don’t be afraid, don’t beg. I think he is a hero.”
Sergei Magnitsky was one of four finalists for the 2015 Allard Prize for International Integrity. The other finalists included Indonesia Corruption Watch, and two recipients of the prize — John Githongo, who exposed a $1 billion corruption scandal in the Kenyan government, and Rafael Marques de Morais, a journalist writing on issues of conflict diamonds and army brutality in Angola. The Allard Prize for International Integrity recognizes individuals and organisations who show exceptional courage and leadership in combating corruption.
Sergei Magnitsky’s name has become synonymous with the lack of rule of law in Russia. His torture and killing in Russian police custody after he uncovered and testified about Russian officials involved in the $230 million theft has led to the adoption of the 2012 Sergei Magnitsky Rule of Law Accountability Act in the United States which imposes targeted sanctions in the form of visa bans and asset freezes on those involved in his case, as well as in other gross human rights abuses. A Global Magnitsky Bill which would apply similar sanctions to cases of human rights violations around the world is currently under consideration in the U.S. Senate after its approval by the U.S. Senate Foreign Relations Committee.

Organization of International War Crimes Prosecutors Posthumously Awards Sergei Magnitsky with the 2015 Joshua Heintz Humanitarian Award
31 August 2015 – One of the world’s most prestigious individual achievement prizes, the Joshua Heintz Humanitarian Award for distinguished service to mankind and achievement in the field of international justice, has been awarded posthumouslyto Sergei Magnitsky.
The award was presentedat the International Humanitarian Dialogs, an annual assembly of current and former prosecutors at international war crimes tribunals and renowned academics and law experts. The event took place at the Chautauqua Institution’s Jackson Center.
On Sergei Magnitsky’s behalf theaward was accepted by his family members, including his mother, wife and son.
Speaking at the award ceremony, Magnitsky’s mother Natalia said:
“I wish to express sincere gratitude to all the people in the world who are supporting us and our cause. All the attention paid to my son’s ultimate sacrifice will hopefully help and save lives of others in the future so they don’t have to suffer the same fate as Sergei.”
Bill Browder, the global leader of the Magnitsky Justice campaign and author of the best-selling book, ‘Red Notice’, commented on the importance of the international award to Sergei Magnitsky:
“I am inspired to see that Sergei Magnitsky’s bravery is recognized by the brightest minds whose job it is and has been to prosecute and confront the most heinous violators of human rights in this world. It is gratifying that Sergei’s legacy lives on in people’s hearts more than five years since his brutal killing in Russian police custody. May this serve as a reminder of both the sacrifice that Sergei made for a more just world, and the steps that still need to be taken before Sergei’s own perpetrators can be brought to justice.”
Sergei Magnitsky was a Russian lawyer who uncovered the $230 million corruption scheme involving Russian officials and an organized crime gang. He was arrested on trumped-up charges and killed in pre-trial detention in Russia in 2009 after testifying against the officials involved. Sergei Magnitsky’s name has become synonymous with the lack of rule of law in Russia. His case has lead to the adoption of the 2012 Sergei Magnitsky Rule of Law Accountability Act in the United States imposing targeted personal sanctions on those involved in his torture and death and other documented cases of corruption and gross human rights abuse. The sanctions include ban on entry visas and asset freezes.
The first recipient of the Joshua Heintz Humanitarian Award was Whitney Robson Harris, the US prosecutor at the Nuremberg Trials who led the team’s case against Ernst Kaltenbrunner, the highest-ranking leader of the Nazi Security Police to face trial for war crimes and crimes against humanity.
The extraordinary story of how Sergei Magnitsky stood up to corrupt Russian officials and paid the ultimate price for his ideals is described in Bill Browder’s book, ‘Red Notice’ released earlier this year to a world-wide acclaim.

Сергей Магнитский удостоен международной премии за вклад в дело борьбы с преступлениями против человечества
31 августа 2015 года – Россиянин Сергей Магнитский посмертно удостоен международной премии 2015 года за вклад в укрепление верховенства закона и противостояние преступлениям против человечества.
О вручении премии Сергею Магнитскому было объявлено на международной ассамблее прокуроров и юристов, ведущих дела о военных преступлениях и преступлениях против человечества, прошедшей вчера вечером в штате Нью-Йорк. Церемония проходила в Центре имени Роберта Джексона — генерального прокурора и судьи Верховного суда США, выступавшего обвинителем на Нюрнбергском процессе над нацистскими военными преступниками.
Награда, присуждаемая международными прокурорами и юристами, была вручена родственникам Сергея Магнитского.
«Мы благодарны всем людям, которые поддерживают меня и мою семью в нашей цели утверждения справедливости, - сказала мама Сергея Магнитского. – Возможно, внимание, проявляемое к трагедии Сергея, поможет другим людям и убережет их от страшной участи.»
Первым лауреатом премии в сфере международного правосудия, которой в этом году удостоен Сергей Магнитский, был прокурор со стороны США на Нюрнбергском военном трибунале Уитни Харрис. В ходе процесса Уитни Харрис представлял сторону обвинения против начальника Главного управления имперской безопасности обергруппенфюрера СС Эрнста Кальтенбруннера, причастного к массовому истреблению евреев в варшавском гетто в 1943 году. По приговору Нюрнбергского трибунала Кальтенбруннер в числе 11 других сообвиняемых был повешен. Его казнь состоялась 16 октября 1946 года. Харррис также расследовал преступления руководства германских секретных служб.
